What is PHRA?

Pacific Heights Residents Association (PHRA) was founded in 1972 by a small group of neighbors dedicated to preserving the unique neighborhood character of Pacific Heights. Since then PHRA’s outreach has grown to include over 750 individuals residing or operating businesses within the area bound by Union and Bush Streets north to south, and Van Ness and Presidio Avenues east to west.

Pacific Heights Residents Association is one of the most respected neighborhood associations in San Francisco. 

PHRA remains one of the most effective and influential neighborhood associations in San Francisco, having lead many successful efforts to preserve neighborhood quality including removal of the noisy and unsightly auxiliary power generator from the California Pacific Medical Center Buchanan Street entrance, limiting the size and pace of enrollment expansion at the Schools of the Sacred Hearts campus on Broadway, and securing approval of extension of the “Slow Streets” program into Pacific Heights during the COVID-19 pandemic. 

What we do

We maintain ongoing dialog with members of the San Francisco Board of Supervisors whose districts (2 and 5) encompass Pacific Heights, as well as with staff at numerous City agencies including the Municipal Transportation Agency, the Police Department, and the Departments of Recreation and Parks, Planning and Zoning, and Building and Inspection.

Our members participate with other neighborhood, civic, and preservationist organizations to advocate for neighborhood quality of life and character.  We attend public meetings and hearings to ensure your voice is heard during important planning processes, and we work with City staff and elected officials to develop acceptable solutions on issues as varied as public health and safety, urban design, and transportation. 

Through informational forums, outreach to members and neighbors, activism in city planning, and advocacy for worthy projects and causes, PHRA engages and informs residents, developers, merchants, elected officials, and agency staff to address issues of importance to the neighborhood.
